For ended compute instances, if the associated VCN is also ended, Resource Analytics doesn't retain the VCN key in
OCIRA.COMPUTE_FACT_V. Instead, it's represented as -1, indicating a missing foreign key relationship. - Workaround
- We're working on a resolution.
