DRS (Deployment Rule Set) operations can't be carried out in fleets that are in a Needs Attention state. Even if the fleet's Needs Attention state is not related to resources required for Lifecycle Management features, you won't be able to perform DRS operations. To utilize DRS operations, it's necessary to address the underlying issue causing the fleet to be in a Needs Attention state. Once the fleet returns to an Active state, you can proceed with DRS operations as usual.
