This may be caused by one of the following:

• The value of the tag with key fleet_ocid (in the jms namespace) is incorrect for the managed instance. For more information, see Moving Managed Instances.
• The policies are incorrect for your tenancy or the compartment containing the managed instance. For more information, see Setting Up Oracle Cloud Infrastructure for Fleets.
