Oracle Exadata Database Service on Cloud@Customer: Provision a VM Cluster with Either an OL7 or OL8-Based Image

With this enhancement, you can provision a VM cluster with either an OL7-based image or an OL8-based one if the infrastructure is X9 or prior.

Note
This implementation is rolled out only to the MTY region. It will be rolled out to other regions in a phased manner.
