Redesign of the File Storage service page

The File Storage service page has been redesigned to improve the file system creation and management experience. Changes include:

• Improved navigation and workflows.
• Mount targets are now managed independently of file systems, eliminating invisible ("orphan") mount targets.
• Create file systems in one step by accepting system-provided defaults.
• You can now use the console to create and manage exports for file systems.
• NFS export options can now be set for each export using the console, making it easier to govern access to your file system.
• Information about your file system and mount target is more easily viewed and updated.
