MySQL HeatWave: New metrics for resource allocation and utilization

MySQL HeatWave now supports six new metrics to monitor, compare, and create alarms for resource allocation and utilization in a MySQL DB system. Use the Console to view the following new metrics in Observability & Management->Monitoring->Metrics Explorer, in the oci_mysql_database namespace:

OCPUsUsed
MemoryAllocated
MemoryUsed
StorageAllocated
StorageUsed
