Support for the creation of repositories in non-root compartments

You can now specify a compartment other than the root compartment in which to create repositories. If creating a repository to which to push a function image, Oracle Functions creates the repository in the root compartment, or in the alternative compartment that you can now specify. In both cases, a suitable policy statement must exist to allow you to manage repositories in the compartment.

Creation of repositories in non-root compartments is supported in Fn CLI version 0.6.18 and later.
