Added policy advisor, station high availability, and new software sources

This release includes the following enhancements:

• Added the policy advisor to quickly enable OS Management Hub. See Using the Policy Advisor.
• Added the ability to configure highly-available management stations. See Configuring High Availability for Management Stations.
• Added software sources for Oracle Cloud Native Environment 2.0 for Oracle Linux 8 and 9.
• Improved the ordering of package search results.

This release includes the following bug fixes:

• Fixed an issue when searching within a management station's software source mirror list.
• Fixed an issue with the perl module streams when creating a snapshot custom software source.
• Fixed an issue that allowed deleted stations to be selected when creating profiles.
